BRIEF INTRODUCTION
- Founded in 1999 by South Sudanese community leaders, late co-founder and Regional Director of AAH-I Dr. Erasmus and Prof. Kiblighat from Kenya
- Right after the first SPLA/M national convention of 1994 in chukdum in which civil authority was separated from the military authority establishing civil administrative structures at regional, county, payam and boma levels
- IPCS as the only technical training institution in the SPLA/M liberated areas, it was to strengthen the institutional and personnel capacities of the local administration, youth, women and chiefs structures
